I can modify web.xml from within the IDE, open and close the file and see my
changes fine but these changes are never saved to disk. I mean to say, if you
save the file under Netbeans it'll seem to have succeeded but if you check the
actual file on disk you'll notice no changes were saved.

It looks as if Netbeans is retrieving the modified file from memory somewhere
and never flushing its changes to disk. Upon restarting the IDE, any changes are
lost.

Already fixed in 20050825-0258 - wait for next daily build or use 200508211800
(at least I use it).
Note that there's still opened similar Struts servlet issue 63014.
