1) Start Bundled Tomcat
2) Stop on breakpoint in a JSP
3) Stop/Restart server
3) ERROR:
Stop of Tomcat fails. Debug session should be killed first.

Similar to issue 58270.

When the server is suspended the stop and the restart actions are disabled, this
issue is no longer an issue.
