1) Use code completion in XML for DTD/XML Schema on internet (e.g. hibernate.dtd)
2) Downloading DTD (and proxy setup) is offered
3) FEATURE:
Offer "Add to DTD catalog" with Save To button dialog to store DTD/XML Schema in
User Catalog. It can be used anytime you are not reached to internet since.

Otherwise (now in 4.2 builds) you will be asked for downloading DTD from
internet after each NetBeans restart. Catalog is great opportunity for caching it.
