In properties of a method, when filling in its javadoc, the top JTextArea has
yellow background and behaves like a line from editor (which it probably is), ie
Ctrl+Space shows 'No suggestion' hint. There is no reason why CC should be
active in this dialog.

html CC works in this place. Try to type '<' and press Ctrl+Space.
