invoking code completion does not show any javadocs, regardless of the setting
of 'Options-->Editing-->Editor Settings-->Java Editor-->Auto Popup Javadoc
Window'. it does not show javadocs specified in the Platform Manager, the
Library Manager, or the code itself.

This is a duplicate of 60002. Should be fixed in today's build.
