The stack has module.web written all over it.

It's strange. From stack trace it seems to be duplicate of issue 54292
which should be fixed on 2005/02/01. But the report came from 4.1 Beta
which was branched on 2005/02/15.

To reporter: which project have you opened? 4.0 project or project
from previous 4.1 daily builds?

I'm not able to reproduce it with 4.0 projects in 4.1 Beta.

I tried to open previous 4.1 easy access 2 projects and very unable to do so.

I have tried open 4.1 Early Access web project in 200503092050 build and can't
reproduce. Feel free to reopen with exactly specified steps 'How to reproduce'
starting with clean userdir and mentioned versions of NetBeans which you are
using and which was used for project creation. Thanks.
