[nb_dev](200408081800), [jdk1.5.0](b62)

Steps to reproduce:
- run IDE with new userdir
- push from main menu Tools | Set Request Parameters
-> 
1. ArrayIndexOutOfBoundesException rises (see
attachment)
2. I don't understand why this action is in Tools
menu by default  after start
3. this is the only one action in Tools has icon ,
why ?
