.tag file template is missing. If you want create
.tag file you have to create it by external tool
or command and then you can edit it in Nb.

Promotion B schedule was so tight that we could only deal with a 
subset of the wizards. Modifying the listener wizard and configuring 
tag files had to be deferred. 

Notes on this wizard: while JSP pages, docs, and segments use the same 
UI, this one has to use a different one. In the regular JSP case, the 
target location must be a web module or a Jakarta dev space. For tag 
files, it is valid to select a non-web module location, provided it is 
a tag library. 

For web module, place tag file in WEB-INF/tags. In tag library, after 
building, they must be in META-INF/tags, and must be recorded in the 
TLD file.

Fixed - Tag File wizard is part of 4.0.
