Design and implement web projects api. This API must provide access to web project 
functionality needed by other modules (j2ee, web services, etc.).

Update: the only missing part is representation of resources. It is
possible to get a list of resources, though this API is provisional
and may change. Creation of resources is not supported via API. I am
waiting until the relation to Java resources will be resolved.
