Using S1S kit 030212 on Win 2K, J2SE 1.4.0_03

To reproduce:

1) Mount a new filesystem, use the file dialog to
create a new
   directory
2) Create a new package
3) Create a new Java class

The class doesn't have a compile badge.

If the IDE is restarted, the compile badge will
appear.

Changing component to the Java module, that's where the needs-compile
badging is done.
