In Netbeans IDE version 8.1 (Java EE edition), it's not possible to install new plugins or to update existing ones.

OS: Ubuntu 15.10
java version:"1.8.0_77"

What I did up till now:
- reinstall netbeans package
- remove .netbeans dir
- remove .nbprofile dir

What happens when I install new plugins:
- Installation works and the IDE asks whether to restart now or later. 
- The package seems to be installed ok.
- After restart of the application the package doesn't seem to be installed.

What I would expect:
- a netbeans update screen

At last I tried the development edition. This edition works as aspected. 
What can I do to solve this issue?
