In recent dev builds it is not possible to have minizable TopComponent next to editor. I used to have Navigator TC minimized on the right side of the editor. To reproduce:

- open NetBeans IDE with empty userdir
- create some java project
- drag&drop Navigator to be on the right side of the editor
- now Navigator has the same control gadgets as editor mode and it is not possible to minimize it
