netbeans_jdkhome points to JRE when it was previously installed with IDE and after that full IDE was installed. To reproduce:

- install CPP IDE (including bundled JRE)
- install FULL IDE (installer asks for JDK path)
- look at /etc/netbeans.conf but netbeans_jdkhome points to JRE and not to JDK
