1. Delete userdir & cachedir
2. Goto Tools->Options->Editor->Code Completion and choose Language:Java (or any Language other than "all languages")
2. Click the Help Button.
3. Close the Help Window.
4. Click OK to close Options.
5. Repeat steps #2 through #3.

Result: Help does not open.

Expected: Help opens.

Workaround: Restart NetBeans.

Thank you, it is duplicat for Bug #245626. I made bug report in Bug #253857. After it is fixed we can fix this issue.
