Just like in issue 252408, it would be useful to have configuration files for Protractor and Mocha in Important Files.

There is no important file for Mocha. User config for Proctractor added.

Fanis, one more note - SeleniumTestingProviderImplementation.projectOpened() and SeleniumTestingProviderImplementation .projectClosed() are *NEVER* called. You should fix it (or remove it), of course.
