Precise steps to reproduce:
 - do not have protractor on PATH
 - in IDE, create a new HTML/JS sample project AngularJSPhoneCatalog
 - invoke NPM install and wait for it to finish
 - open project properties, select Selenium Testing and select Protractor as a provider

Btw. It happens on Windows even if protractor is on PATH
