Based on discussion in issue #231032. We will try to remove the Config folder functionality completely (so then there will be no setup for it in the Project Properties dialog and it will not be used anywhere in the code, of course).

BTW this means that if one uses Config folder which is outside of Site Root, it will not be accessible from the Projects view anymore (only from Files view).

I tried to create new projects (HTML5, Cordova, existing sources, all online templates, custom template, all HTML5 samples), move projects, run/debug tests, create a Karma/JSTestDriver configuration files, code coverage, npm install, open HTML5 projects from older NetBeans and all seems OK (only Cordova sample project has config folder but Honza already fixed that). I don't know what else could I try so marking as verified. Please correct me if I missed some use case.
