Editor toolbar disappears frequently with GUI issues

editor toolbar disappears with gui issues frequently when editing PHP code and scrolling bottom

I'm unable to reproduce the problem. Does it happen in some specific php file? If the problem persists please reopen the issue and provide the steps to reproduce. Thanks.

Replication of issue is obvious.

The issue may appear obvious, but we're not able to reproduce it. So any additional info is welcomed
