1. Go through the steps described here: Issue 242581
2. Activate PHP too.
3. Change any option and click Apply button and the Apply button stays activated.

Tried your steps with Build 20140404-2a5b31aa21f0 with jdk7u51. I am
sorry but I cannot reproduce. Apply button is not activated, unless I modify something, even after I activate PHP.
