The Apply button will not activate if the "Scan Line Comments" and "Scan Block Comments" are unchecked. Clicking the OK button will not save the state of the check boxes when they are unchecked. The only way is to remove the Patterns and then uncheck the box. The Apply button will then become enabled and work.
