During build of JDev when the IDE is first time started (in bc4j-syscat), the startup fails on the exception listed below, and hangs. Seems it was introduced with bug 237919, changeset 6869874b14af. Looks similar to bug 239118, but the line of NPE is slightly different (101 vs 102) - here it is one line above for which the fix you made (ergonomics#b0d63f8c9043) would not apply.
From debugging it's ce.getBaseData() that is null here. The 'e' (ClasspathEntry) represents ...oracle/built/ide-osgi/classes, i.e. a directory, not a jar.
The 'e' -> I meant the 'ce' variable...
If it is just about NPE, then following change should be the fix: ergonomics#da2b1e33a3a2
