NetBeans Build 201311280002 with ME SDK 8.0 b28 promotion

"File - New project" doesn`t contain "Java ME Embedded" in case of using non Full  NB bundle.
E.g. Java SE bundle after install ME SDK with plugins (and all needed dependencies) doesn`t contain "Java ME Embedded", but Full NB bundle - does

Not reproduced on NB nightly builds after Dec 11 and ME SDK b32 promotion and later (since b32 ME SDK has full support of latest NB8)
