Currently jsdoc is being loaded for Angular 1.0.7, latest stable is (now) 1.2.1 so it should be updated for 8.0 (? in org.netbeans.modules.html.angular.model.Directive)

and probably 1.3 will be out when 8.0 is out

I updated to the documentation to 1.2.12. 

IMHO the current approach is wrong. The version is hard coded and will display always the doc for only one version. User should be able to set version of doc or NetBeans should find out the version of Angular JS and display the doc for the right version.
