When big file is edited it is very visible that semantic coloring disappears and then appears back causing "blink" of editor

Log: fixed #236958 - editor coloring is blinking all the time on typing
- separate slow and fast semantic coloring bags, otherwise fast cleans up slow items and editor blinks while slow are calculated
- also do not clear with empty bag when file in not parsed state to prevent blinking
