1. Goto Tools >> Options >> Editor >> Highlighting, Language: PHP.
2. Hover mouse cursor over labels and checkboxes.

The apply button flickers from enabled to disabled and back again while hovering/moving the mouse cursor over the components on the Highlighting panel.

This is expected not to happen.
