Product Version = NetBeans IDE 7.3 (Build 201306052037) Operating System = Windows 7 version 6.1 running on x86 Java; VM; Vendor = 1.7.0_25 Runtime = Java HotSpot(TM) Client VM 23.25-b01 When I start Netbeans on Windows, it should open on the monitor I specify. (I'm using DisplayFusion for this, but that just uses standard Windows functionality to set the monitor, AIUI.) Right now, Netbeans always opens on the Primary Monitor. If taking Windows' hint for the monitor is hard for some reason, maybe Netbeans could just remember which monitor it was on last?
NetBeans does honor the screen location from the previous IDE session and it works fine when using the default dual screen setup in Windows. Can you reproduce the problem without that DisplayFusion utility?
