With the latest bits (201307122300) I'm unable to go to Plugins->Installed and activate Java Web and EE, I get the following output:

I am not able to reproduce. What exact build are you using? Is it zip-based or installer? Did you find some workaround?

I'm not able to reproduce it on the same build - 

  Product Version         = NetBeans IDE Dev (Build 201307122300) (#30fb75cafde5)
  Operating System        = Linux version 3.0.0-32-generic running on amd64
  Java; VM; Vendor        = 1.7.0_21; Java HotSpot(TM) 64-Bit Server VM 23.21-b01; Oracle Corporation
  Runtime                 = Java(TM) SE Runtime Environment 1.7.0_21-b09
  Java Home               = /usr/local/share/java/jdk1.7.0_21/jre

I was running installer, windows 64. Not able to reproduce with latest bits (201307182300), looks like a cannot reproduce issue to me.
