The History configuration button, to the left of "Compare Mode" opens up the Misc>>Action Item tab. I think the Versioning or Diff tab is what is intended? I would verify this, but the History config button disappeared. I am looking at the same version of NetBeans reported in this issue. It was there before and now it is missing!
I see the button is only available for a Mercurial project. I found it and it works. I see it opens Options>>Miscellaneous>>Versioning>>History now.
