Settings before apply button pressed.

Hello all...
I am trying to add additional include directories in C++ settings, and after apply button have been pressed i lost all my changes, see screenshots...

Product Version: NetBeans IDE Dev (Build 201306102301)
Java: 1.7.0_21; Java HotSpot(TM) 64-Bit Server VM 23.21-b01
Runtime: Java(TM) SE Runtime Environment 1.7.0_21-b11
System: Windows Server 2012 version 6.2 running on amd64; Cp1251; en_US (nb)

Is it a random bug?

May be bug related to first run after installation and/or toolset creation, because after relaunch NB settings has been saved successfully...

Also after reboot my computer first time after run NB settings doesn't save, but after relaunch NB saving is OK...
