First of all this functionality would be nice to integrate in php frameworks support and then each framework could use this informations in the way they want it.

So the feature is described here.

The guy is talking there just about Yii framework, but I think this kind of support would be a good thing to have in almost any framework that supports translations (Symfony, Zend, etc.).
