Product Version = NetBeans IDE 7.3 (Build 201302062200)
Operating System = Windows 8 version 6.2 running on amd64
Java; VM; Vendor = 1.7.0_13
Runtime = Java HotSpot(TM) 64-Bit Server VM 23.7-b01

Open WebService class in editor
--> Netbeans offers two tabs, source and history. Designer tab is missing

For me it works with Java Web project on GlassFish. However I am on Windows7. In which project type it happens and is it reproducible from scratch with new project?

Please answer question above.
And it's better to provide project sample(attach to the issue) and or webservice code and project properties (source level, ee level, server, project type, ant or maven).
