Many of us use css.php files to create dynamic css files included in our projects. But once a css file gets a .php extension, Netbeans stops autocompleting and colour coding CSS code. But if I have a normal .php file, it deals with CSS flawlessly. 

Also, I do agree with the other bugs that were closed, please add .phtml files would be really helpful as a default template. I have far more .phtml files than any other file.
