Progress bar does not move at all during downloading updates (which can be lengthy operation). After finish of downloading it quickly jumps to 100%.
Tested on 
netbeans-trunk-nightly-201211190002-javase-windows.exe

with testing catalog (all modules have updates)

After some recent fixes in this area it seems the problem is updated better, closed as works for me for me.
