When starting the fresh installed IDE user often is not aware about the
location setting in the Settings tab of the Plugins manager.
After installing the IDE from administrative account, it is accessible for all
users on this machine.
When user additionally installs some plugins, running the IDE first time from
administrative account, user expects those plugins globally installed without
any attention on hidden settings.

Even if bug 165552 would be fixed, that would not help, because (1) user
account settings will not apply on administrative account and (2) user will
first install plugins from administrative account, and later import settings
while running the IDE first time from his user account.

Alternative: bug 215533
