This bug has been found while executing sanity tests for cvs http://wiki.netbeans.org/TS_70_CVS

After importing new project to cvs, update action is grayed out in project popup. update with dependencies action is enabled. After executing the update with dependencies, the update action becomes enabled. Closing the IDE and open it again also enables the action in the popup.

Steps to reproduce:

1.- create new java application project: file -> new project -> java -> java application
2.- import it into cvs: versioning -> import into cvs
3.- right click in project root: update action is grayed out

restarting the IDE seems to help, probably some issues with cached versioning owners.
Seems to work in 7.2 dev builds, reopen if you're able to reproduce in dev builds
