If I have minimized top components, I can't anymore reorder it without restore
the window group. The moving borders (orange ones) are painted as before, but
when I release the mouse, the view is not moved anyway.

Non-document tabs and sliding bars were redesigned in 7.2 to support 'window groups' (e.g. to allow minimizing of the whole tab group in a single step).
There is no plan to support the reordering of minimized windows. The workaround is to reorder the windows in the default state, then minimize them.
