This bug was originally marked as duplicate of bug 202309, that is already resolved. This bug is still valid, so this seems to be another bug, but it might be related.

Build: NetBeans IDE Dev (Build 201203110400)

reporters - did you install, or uninstall previous to the start when the exception appeared.
any possible steps to reproduce would be appreciated ...

from the messages.log-s this seems to have two causes:
a) the one mentioned in #209977, which actually is a duplicate of #206365 and will be handled in it's scope. 

b) mixed up modules/libraries from different releases - e.g. the, two releases ago removed, module libs.bugtracking. Back then it wrapped libraries which are now shipped like osgi bundles. Afaik the only fix is to start with a clean userdir. Let us know in case that shouldn't help.
