Design Local shows blank after choosing new Properties Bundle File

If I select a new Properties Bundle File from a Form's Properties, the Design Locale field shows blank although it will run or build OK.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
