This is a very minor cosmetic issue.

I started with a clean user folder, with no settings imported. When accessing the General tab of the editor options panel (with the options dialog itself at the default size), there is a horizontal scroll bar for no good reason, since there is nothing besides the separators that extend to the right of the dialog.

I noticed scroll bars in the tools | plugins dialog also.

The funny thing is that I have 2 monitors, one normal (1280x1024) and one widescreen (1366x768). If I place the main NetBeans window on the normal one, even if the window is very small, the plugins dialog is always normal. On the other hand, if NetBeans is on the widescreen monitor, opening a plugins dialog always shows the scroll bars.
