I am not sure what this window is, but I generally have no interest in touching CSS, yet the window seems to be constantly being opened in recent dev builds for no clear reason.

verified. StyleBuilder is opened when css file is opened in editor and after closing editor tab with the css file (or switching do different tab) it's closed.
