Each file in helpset contains a link on a stylesheet.. 
Looks like a better link would be nbdocs://...

Could we replace them with:

-<link rel="StyleSheet" href="/org/netbeans/modules/usersguide/ide.css"
+<link rel="StyleSheet" href="nbdocs://org.netbeans.modules.usersguide/org/netbeans/modules/usersguide/ide.css"

Andrew, could you fix issue?
Or makes it RFE if it is not an bug?
Or reassign to right person who is responsible for?

could you, please, take a look. If you agree, you can use proposed patch (I have updated it to make it applicable to current sources)

This problem is fixed in recent commits of help for 7.4.  Apologies that I never saw this bug in the past.
