I don't know whether it is intentional change or a bug. But Palette window is opened only with form files (regardless it was previously closed). To reproduce:

- close all editor files
- call "Window|Palette" menu item
- Palette window is opened but immediately closed

- open form file
- close Palette
- close form file
- open form file but Palette is opened again

- open HTML file
- call "Window|Palette" menu item
- close HTML file
- open HTML file but Palette window is not opened

System: Windows XP version 5.1 running on x86; Cp1250; en_US (nb)
