License changer ignore all files within root folder. LC just scan and repair files in subfolders.

Exampe folder structure:
folder 1
  file 1.1
  file 1.2
folder 2
  file 2.1
  file 2.2
....
file 1
file 2
file 3
...

All files under folder 1 + 2 are changed, but not file 1-3.
