When opening a form or switching from "source" to "design" the GUI design sometimes hangs.  This is not a consistent issue but several of us on OS X Java 1.6.22 are experiencing it with NetBeans 6.9.1 and 7 beta.

We would be 100% sure if seeing a thread dump

but much likely this is bug 187676 (JDK bug fixed since 6u23).
