Using Help>Report Issue is not owrking anymore. The IDE shows the Report a new Issue tab but is displays Preparing Issue for ever.

could you please run netbeans with the switches 
-J-Dorg.netbeans.modules.bugzilla.Bugzilla.level=-1
and
-J-Dorg.netbeans.modules.bugracking.BugtrackingManager=-1
try to reproduce the problem and attach you messages.log file?

could have the same cause as in #193081. will set as duplicate, but feel free to reopen if things should be otherwise.
