It is not possible to set source binary level within Java Web application.

use-case:

1. create Java Web project
2. Choose Properties -> Source
3. Source binary level is not available

Default dialog size is too small. Resize it to be bigger and you will find what you are looking for.

Dialog size is too small, however option is available.
