Runtime = Java HotSpot(TM) Client VM 16.0-b13

When you choose to submit an issue using the IDE, you are asked for your
credentials (UN/PW) before the issue form is displayed.  If while you are
filling in the issue, an exception is thrown, the ExceptionReporter displays
and you decide to submit it, the ExceptionReporter form has a hashed out
password, but does not have a username.

Since the UN/PW have both already been entered, they should be reused by the
Exception Reporter.
