In comments section of issue view, only ~500 pixel width is used, even on 1400 pixel screen.
Additionally I saw bad line breaks. Example from issue 77678:

With current browsers you can resize text areas by your own

What does that mean?

The originally reported problem still exists. See bug #205099 comment #2.

Yes Jesse, but honestly nobody will work on that, so expect to be closed as WONTFIX .. there is a workaround and it's pretty comfortable, no reason to keep it opened.

What is the workaround? I am not aware of any. Resizing the text area is pointless because hard line breaks will be inserted when the issue is submitted anyway.
