Start ergonomic IDE with a fresh userdir 2. Create a Java application 3. Click Tools in the main menu 4. Try to open Options -> This is what you see:

This is behaviour that I see from time to time even in older versions of NetBeans. I believe there is something wrong with the way we compute the Tools menu.
