The Javadoc module has hard coded colors, but it should use the colors defined in the active Look and Feel. If a user changes the L&F to a darker one (like myself) it won't be able to read anything.
Which dialog do you mean? I've try substance laf but I didn't noticed any hard coded colors, probably I haven't opened the 'right' dialog. Can you please attach screenshot? Thanks

Maybe what it's making it the way it looks is that you are using Black for the background instead of the background colors...
